It is north of a line going through Little Rock.

I can't find it. The highway in the picture looks like a divided highway, so I've looked at every divided highway in Arkansas that isn't an interstate. There aren't very many of those. I've looked at the highways North of a line running through Little Rock more than once. I give up. It's too tough.

I'll give a hint then: It's west of a line running through Little Rock as well, meaning it's in the northwest quarter of the state. This highway also comes just after the end of an Interstate, which it is concurrent with for a portion.
